Richard Perez Interview
- Will you actively support campaign finance reform measures that
- establish contribution caps to Council and Mayoral candidates
- yes
- provide for city-funded campaigns - agree with the idea, but must
wait till city can afford it
- require full public disclosure of campaign contributions? yes
Follow up: What information would you make available
regarding campaign contributions and how would you make it available?
-The report that is currently available
Will you be an advocate for alternatives to coal-burning power plants (clean
energy) and demand that CPS clean up its coal-burning operations? -yes
Follow-up: Will you incorporate such creative options such as gas pump vapor
recovery systems, low emission city vehicles, HOV lanes, and enhanced public
transportation? -yes
Follow-up: Additionally, will you oppose zoning changes and permits that have
potential to bring further environmental and health contaminants to already
burdened inner city, poor, and communities of color? -yes
The city of San Antonio maintains a minimum-starting wage for each of its
employees of $8.75, including health benefits for all full-time employees. If an
employer in San Antonio receives a tax abatement, should the employer also
accept the living wage rate as established by the City of San Antonio?-makes
sense, in exchange for abatement spelled out and penalties for not keeping
their end of the agreement.
Follow-up: Will you actively support such an ordinance during your first year
in office? yes
Within 6 months of being elected, will you work with the Environmental
Services Department to devise a plan for on-site recycling services for
apartment residents in San Antonio? I would be willing to work for a pilot
project to see if it is feasible , maybe one in each district.
Follow-up: Will you make the purchase of recycled products a high priority when
making purchases for the city of San Antonio? - yes
How will you improve and ensure the maintenance of air and water quality
in San Antonio? -Will work closely with ACOG to implement the plan they are
working on.
Will you support an official City policy of no more tax abatements/
incentives and/or public subsidies for development over the Edwards Recharge
Zone?-development OK if low density low impact with strict controls, and city
should continue buying land. I have the political will to accomplish this.
Follow-up: Will you also support a ban on auto repair shops over our source of
drinking water? yes
Would you support increasing funding to expand spay/neuter clinics and
outreach?
Spay neuter makes sense. Need more info to decide.
Follow up: Will you adopt the long-term strategy of becoming a no-kill city?
Will look at it.
Specifically, what taxes will you raise and/or what services must be cut to
balance the City budget? Worked for Laredo for 5 years. Need to fix
inefficiencies, Freeze hiring, freeze purchases. I believe city can find funds
without raising taxes.
Follow up:
Will you pledge to cease large tax abatements to corporations? Won't outlaw
completely. Will restrict them and expect a lot in return. Will use for target
industries that will provide high paying jobs.
What will you do to attract high-paying, high-quality jobs? Ensure that
infrastructure is well maintained. This will attract industries.
Follow-up: How will you support the education and training?
The city has limited ability to affect education. We Should as individuals set a
good example. Assist educ. Institutions.
PATRIOT Act - Need to look at it critically with our budget shortfall in
mind. Don't like unfunded mandates.
Joe Montoya-
- Will you actively support campaign finance reform measures that
- establish contribution caps to Council and Mayoral candidates
- yes
- provide for city-funded campaigns - opposed, budget shortfall
- require full public disclosure of campaign contributions? yes
Follow up: What information would you make available
regarding campaign contributions and how would you make it available?
The way it is done now is ideal.
Will you be an advocate for alternatives to coal-burning power plants (clean
energy) and demand that CPS clean up its coal-burning operations?
Yes-Clean them up
Follow-up:Will you incorporate such creative options such as gas pump vapor
recovery systems, low emission city vehicles, HOV lanes, and enhanced public
transportation as part of your solution to the air quality issue? No, we don't
have the money
Follow-up:Additionally, will you oppose zoning changes and permits that have
potential to bring further environmental and health contaminants to already
burdened inner city, poor, and communities of color? yes
The city of San Antonio maintains a minimum-starting wage for each of its
employees of $8.75, including health benefits for all full-time employees. If an
employer in San Antonio receives a tax abatement, should the employer also
accept the living wage rate as established by the City of San Antonio? Yes
Follow-up: Will you actively support such an ordinance during your first year

Opposed to abatements, but if given, yes
Currently, many residents do not have reasonable access to recycling
because they live in Apartment Complexes. This means that plastics, tin,
aluminum, glass, and paper are unnecessarily being added to the landfill,
costing the city in landfill charges. Also, the city loses out on reimbursement
money it receives for paper and aluminum recycled. Within 6 months of being
elected, will you work with the Environmental Services Department to devise a
plan for on-site recycling services for apartment
residents in San Antonio? -yes
Follow-up: Will you make the purchase of recycled products (e.g. Recycled
plastics and paper products) a high priority when making purchases for the city
of San Antonio?
Yes if good quality
San Antonio has reached EPA non-attainment status for air quality
standards and will lose federal funding if the problem is not resolved.
Additionally, a recent study revealed alarming levels of pollution in San
Antoniošs area rivers (SA Current). How will you improve and ensure the
maintenance of air and water quality in San Antonio?
Better bus routes for higher ridership. Pursue Hydrogen sources.

*Candidates Jessie Arriaga, JoAnn Gonzalez, and Joe E. Groff failed to
arrange an interview after being contacted.
For this district, a questionnaire was sent to each candidate. These are
their responses.
| Question |
Tony R. Garza |
Carroll Schubert |
| 1.
Will you actively support campaign finance reform measures that: (a) establish
contribution caps to Council and Mayoral candidates (b) provide for city-funded
campaigns (c) require full public disclosure of campaign contributions? (d) What
information would you make available regarding campaign contributions and how would you
make it available? |
Yes I support full public disclosure of all campaign
contributions. and I support Public Campaign support. |
Candidate chose not to respond to our questionnaire. |
| 2. City Public Service plans to add
another coal-burning power plant on Calaveras Lake, where air-born particles add to an
already high asthma problem on the Eastside. Will you
be an advocate for alternatives to coal-burning power plants (clean energy) and demand
that CPS clean up its coal-burning operations?
Additionally, will you oppose zoning changes and permits that
have potential to bring further environmental and health contaminants to already burdened
inner city, poor, and
communities of color? |
Yes, I will demand a clean up of coal burning plans & to
seek alternative energy sources. I will appoint a "green team" to advise Council
on environmental issues. |
|
| 3.The
city of San Antonio maintains a minimum-starting wage for each of its employees of $8.75,
including health benefits for all full-time employees. If an employer in San Antonio
receives a tax abatement, should the employer also accept the living wage rate as
established by the City of San Antonio? |
I will propose a minimum living wage of $10.00 per hour for
city employees & demand that Contractors with the City pay this wage. I am against
Corporate tax abatements. |
|
| 4.Currently,
many residents do not have reasonable access to recycling because they live in Apartment
Complexes. This means that plastics, tin, aluminum, glass, and paper are
unnecessarily being added to the landfill, costing the city in landfill charges.
Also, the city loses out on reimbursement money it receives for paper and aluminum
recycled. Within 6 months of being elected, will you work with the Environmental
Services Department to devise a plan for on-site recycling services for apartment
residents in San Antonio? Follow-up: Will you make the purchase of
recycled products (eg. Recycled plastics and paper products) a high priority when making
purchases for the city of San Antonio? |
Yes, I will work to persuade Apartments to participate in a
Recycling Plan. Also purchasing recycled products will be priority. |
|
| 5.
San Antonio has reached EPA non-attainment status for air quality standards and will lose
federal funding if the problem is not resolved. Additionally, a recent study revealed
alarming levels of pollution in San Antoniošs area rivers (SA Current). How will
you improve and ensure the maintenance of air and water quality in San Antonio? Will
you incorporate such creative options such as gas pump vapor recovery systems, low
emission city vehicles, HOV lanes, and enhanced public transportation as part of your
solution to the air quality issue? |
Protecting our Air & Water is vital. I will support all
efforts to prevent violations of air quality even if the cost is an issues. I will also
vote down any abatements or other tax schemes that encourage building over our Aquifer. |
|
| 6.
All will agree San Antonio has a stray animal problem and euthanizing (which costs 3 1/2
million annually) is not the long-term answer. As a solution, would you support increasing
funding to expand spay/neuter clinics and outreach? Will you adopt the long-term
strategy of becoming a no-kill city? |
I support the no kill concept. I will support expansion of
the spay/neuter clinics. |
|
7.
Sales tax revenues are down, and property appraisals have been recently increased.
The federal government refuses to increase funds, while opting for an income tax
reduction. This gives us few alternatives to fund our local government properly.
Specifically, what taxes will you raise and/or what services must be cut to balance the
City budget? Will you pledge to cease large tax abatements to corporations and redirect
those funds toward maintaining City programs? |
I support Zero based budgeting procedures. I will cut from
the top down. Waste, fraud & mismanagement could help reduce the deficit. I am against
tax abatements except in meritorious situations such as Toyota. |
|
| 8.
Several U.S. city governments have refused to implement part or all of the U.S. PATRIOT
Act as it places additional burdens on city administration and funding.
Additionally, cities have taken a stand to protect the privacy and civil liberties of
their residents. Where do you stand on this issue? |
Civil Liberties are as important as security. I will always
consider Liberty as a price for freedom & vote accordingly. |
